It would be clear I would hope to anyone who transports horses commercially as part of their business, that an operators’ licence would be required and the vehicle would come within the tachograph regulations.

As always there are grey areas such as the livery yard owner who transports horses to shows for themselves and friends.  In such cases an operators’ licence would not normally be required as transport is not part of the business.  It would not matter also if they are prize winnings provided they are relatively small.
